You can't get any decent headphones for $30. For $50 you can get the Turtle Beach EarForce X12, which I am wearing right now, and have very strong bass. They are huge around-the-ear headphones though.
I guess go for the SoundMAGIC PL30 or earbuds from the same company, they seem to make decent earbuds at really low prices.

I have the Turtle Beach Ear-Force P11 which is excellent, but slightly heavy
The sound quality, is excellent though with good Bass.
I don't think he wants a headset with microphone though?

Yea, he probably doesn't want a mic. Not that I would trust a mic on a $30 set of headphones.
