A shiny pokemon is a pokemon with a different coloration than the normal coloration it has.
I think a chance of finding one is 1 in 8192.

Gen IV was the best gen, really; Well, at least in my personal opinion.
Whining about Gen I being the best are really kind of stubborn. If you refuse to play something just because you liked something once your not going to have some really wonderful experiences.
That said, no disrespect meant. Gen I is epic, but I think you should play more of the later games as if you ignore them your really missing out.

I found a shiny Smeargle in Emerald version earlier today! I caught it as well. (If anyone needs tips or pointers on catching shinies, post your question and I'll answer as soon as possible)

Well, in Diamond, Pearl, and Platinum, there is an item called the Poke Radar that you can get after beating the Pokemon League and receiving the national pokedex. There is a Poketch app that you can get that shows the amount of times in a row that you have met a certain Pokemon. (I'm afraid the location of this app has slipped my mind. I think someone in Sunyshore City gives it to you, but I may be wrong.) It is called the CHAINING APP, or something similar. You see, the chaining app may seem useless to most, but when you use it and the Poke Radar, you can chain a certain pokemon of your choice. (I recommend trying to chain a really common pokemon at first.) If you chain a pokemon enough times, the chances of finding a shiny species of it drop from 1/4000 or so to 1/400, making finding the shiny pokemon SO MUCH EASIER! For more precise info, there are various Pokemon Chaining guides on Youtube, and I advise that you watch a few of them before you start chaining. For a non-video resource, try Serebii.net, Smogon University, and Marilland.com. Chaining is an easier way to get 100% LEGIT SHINIES!
Hope I helped u.

I am playing FireRed, though.
Oh my gosh, I'm SO SORRY! I just wasted your life and my life!
Anyway, in all games except Diamond, Pearl, and Platinum, I believe finding a shiny is COMPLETE CHANCE. There is no way to make finding a shiny pokemon any easier. Do you own any other pokemon games? I have a nice method for the following games: HeartGold, Soulsilver, Black, and White. It involves breeding pokemon to get shinies.
SO SORRY, THOUGH.

Okay, here's how it works. You will need wifi connection, and access to the Global Trading Station. (GTS) Simply go there, get online, and trade somebody for a pokemon from a DIFFERENT COUNTRY. Then, put it in the daycare, and start breeding THOUSANDS OF EGGS with your new foreign pokemon and a pokemon that you caught. This method is called the MASUDA METHOD, and halves the chances of getting a shiny pokemon hatched out of the egg from 1/4000 to about 1/2000. This is a long and tedious method, but hey, you can get your shiny.
Hope I actually helped this time

A Bibarel. XD
My cousin caught a shiny Butterfree (or whatever it's called, I haven't played in a long time). The one that evolves from the Kanto-caterpillar thingy.
