There are questions on scratch 2.0 all the time, so I'm just going to answer some of them here.
1. When will Scratch 2.0 come out?
2. Will it have cloning?
3. Will it hide and show lists?
4. Will scratch 2.0 be based in flash?
5. Will there be modding and how will it work?
6. What new changes will be made to the website?
7. Are there any new block palettes? (control, movement, etc.)
8. How big will the stage be?
9. Will there be vector graphics?
1. The scratch 2.0 release date has not yet been told of, but theories state that it may come out on Scratch Day or the release date will be told exactly. Some think it will be in June or July.
2. Yes. The Scratch Team has already confirmed that there will be cloning, but the blocks it uses and how it works hasnt been told.
3. Yes. Scrathch 2.0 will have blocks to hide and show lists.
4. There will no longer be java, because scratch 2.0 will be based in flash. Flash is usually quicker and less glitchy, so this should be beneficial.
5. There will be modding. It will probably be done the same way, but no one's exactly sure.
6. There will be quite a lot of changes. For each game, there will most likely be a 5 star rating. Also, friending will be "following" most likely instead. Also, on a project page next to notes are "credits" which is where you give credit to others.
7. Yes! There will actually be 3 new block palettes: triggers, data, and my blocks. Triggers are hat blocks. Data I'm not sure about, but I think it has to do with scatch connecting to other sites, but don't listen to this, because it's just a guess off my knowledge. Lastly, my blocks are blocks you create. For example, you could make a script for jumping and then put that long script into one block and call it "jump". It would save space too.
8. The stage will be made larger than it currently is, and will probably be in the top left corner, according to the announcement.
9. Definately! Vector graphics will be in place of pixel graphics. What's better? Well, do you ever see a picture of the real outdoors on Scratch? Notice the trees and grass look kind of weird. That will be fixed, an overall graphics will be better.
I hope this helped! Any new questions I will post here.

There is already a FAQ about 2.0
Offline
Given that :
1) Adobe announced that it is phasing out support for Flash on the web (see their Flash Roadmap announced in February http://www.adobe.com/devnet/flashplatform/whitepapers/roadmap.html) and will concentrate on only Desktop games and video. This is most extreme for Linux, where Adobe announced that they are withdrawing Flash player support entirely. But Flash won't run on the web in iOs or future versions of Android, or (probably) Windows 8.
2) It seems fixed that Scratch 2.0 will be in Flash.
It seems like we need a Scratch 3.0 FAQ started.

Sorry but what are you even on about?
The only part I could understand was "It seems like we need a Scratch 3.0 FAQ started". Why the heck would we need that?

Yeah, I was wondering that myself. I was pretty sure that was NOT going to happen.
