It is currently impossible to completely disable a user's commenting privileges. However, you can add users to your ignore list, which will, to my knowledge, block them from commenting on your projects.
Sooner or Later. Or sooner. Not much, except for a lot. In a way. But it will come no matter what.

Like SilverDomination said, you can't stop a person from being able to comment. However, you can put them on your ignore list, which means you can't see any comments they post. They can still post comments on your projects, other projects, etc. that other people will be able to see, you just won't be.

Well first of all noone's too young for Scratch, since it's for all ages. Secondly, you can't. Thirdly, you didn't need to ask this twice.

There is no minimum or maximum age for Scratch. There isn't a way to prevent an account from commenting as far as I know.
