1) No one really knows the 'secret formula' for becoming a Scratcher. I'm pretty sure you just have to have a certain amount of activity. And yes, Scratchers get sigs (alliteration!).
2) At the moment, no. The [img] tag got disabled a little while ago, so no one is able to use images (without antidote, that is).

We all want the IMG tags, but they were disabled. You can get rockwood101's antidote to see other Scratchers Images

It takes a minimum of one month, three projects, and at least one post to become a Scratcher.
You can have a signature when you are.
As for images, they were disabled because of spamming, so currently the only way you can view them is with Antidote.
