You go to his "my stuff" page, and you press the button under where he lives called "add to friends"

I couldn't have said it better. However, he also has to add you to his list of friends if he wants you to show up on his list.This topic:http://scratch.mit.edu/forums/viewtopic.php?id=66851 may have some more info.
