PVC isn't really toxic, a lot of materials use PVC and it's the third most widely used plastic in the world.
It's only dangerous if you burn it - the reaction results in the production of hydrochloride gas and dioxin. That's why there are some concerns about using PVC - some people think that heating food in a container or wrapper that has PVC can leach the bad materials into the food under hot temperatures. (On a side note, most plastics produces a really nasty byproduct when burned; this is why I don't like to heat up food in plastic containers even if they're microwave safe).

Sometimes the temperature inside the over varies - one part of the oven might heat up faster than another, so the clay can get burnt. I suggest underbaking (that is, you bake the clay at a lower temperature for a longer amount of time) or tenting (you make a "tent" out of tinfoil and out it over the piece to redirect any excess heat).
