There is only a 10MB limit for project size online.It wouldn't work online but people will be able to download it!

Currently, SCRATCH does not allow for projects bigger than 10MB to be uploaded onto the SCRATCH website. Perhaps it might be best to try reducing the project size first.
There are some option in reducing size such as compressing images and sounds, removing sounds altogether, and trying to limit the number of scripts (especially the 'When green flag pressed' ones).
You may also consider the possibility of hosting the project on your own website instead if shrinking the file size is not feasible.

What I'm going to do is make my game into two games.

Turning your project into two projects is definitely an option. However, I'd suggest cutting the sound files first. You can use Audacity to do it and it is probably a lot less work.

Or if the backgrounds have lots of texts on them you might want to make the text a serperate sprite, for this cuts down a lot of kb without touching the music

Or you can take that same background image and embed the text via a simple image editing program instead of the SCRATCH editing interface. Saves space and no need for an extra sprite.

You can also upload it to Mediafire or other file hosting service, and then give out a download link to the public.
