Don't overreact - At least "noob" is not a major insult. In fact, I find "noob" less offensive than "idiot" or even "dummy".
If this ever happens, just tell the Scratch Team on the "Contact Us" section, there's a link on the bottom of every page. And if you find offensive comments, flag them as innapropiate - If the comments are on your own projects, you can delete them.

normally, a noob means a new player or in scratch's case, a new game maker. Just ignore it. Everyone is a noob at some point.

Definitions of noob:
1. A person easy to cry.
2. A beginner or "newbie" to a game, or such.
It isn't that bad. just shrug it off. If you are very offended, you can flag it. But that should not really be "ban" worthy.
