Only the Scratch Team knows what the ingredients are to make a new scratcher a scratcher, but new scratchers are usually upgraded after a little bit of time, a few projects and some nice community activity.

Those may be people who joined before the restriction was added, but it's true that in general, main site activity (most importantly, making projects) is more important than forum activity.

You need at least 3 projects, an undisclosed amount of main-site activity, and at least 1 post - though it is easier to achieve Scratch status with more.
The minimum time required, I believe, is 1 month.

Actually, I got the "scratcher" status without having one post. You just have to be active, kind, appropriate, and to not spam.

You can achieve the "Scratcher" status by doing these following things:
- Being ACTIVE.
- Posting on the forums.
- Posting projects.
- Posting comments. (It may not boost you much, but it leads there.)
- Following the Community Guidelines, of course.
Do this for about couple months, and you should get your very own "Scratcher" status.
