Is this considered spam?

I would like to create an account that is only to review projects, not create them. I would use a template for each, and fill in the blanks of course. Would this be considered spam? I want to know so I don't get into trouble.

Yes. The only restriction to creating multiple Scratch accounts is to not game the community (by getting multiple front paged projects, telling people you're someone that you aren't...) and the Scratch Team likes for you to have some good reason for creating another account, so accounts aren't being used as a toy, rather than a tool.
