You can make one with a program like Powerpoint or Word and save multiple frames and put them together using something like this. Or you can use someone else's (if they allow you to) by saving it and uploading it as a .gif file on your "My Stuff" page.

It's an animated GIF file, which is basically lots of pictures played really fast. Many programs can make animated GIFs; I use PhotoScape, but GIMP can also make animated GIFs, and there's also some online sites that do it. I really need to find something else, PhotoScape sucks >_>
@Steve: It would be polite to ask if you're allowed to use someone else's, but there's nothing to stop you doing so if they say "no".

No, but you are allowed to, is what I'm saying. It wouldn't be very nice to use it if someone says they don't want you to, but they can't do anything about it if you do.

What you're saying is that you can only copy someone's icon if you have their permission. But that's not true. If I were to download your icon now without your permission, and use it as mine, there'd be nothing wrong with that. Well okay it wouldn't be very friendly, but it's not breaking any rules.
It's not like anyone's gonna sue an eleven year old for using their material as a tiny little icon on a kid's website anyway though
