I was wondering if anyone knows if the latest Scratch, (PICO Blocks, and Pico Crickets too) is compatible with Win 7 Professional 64 bit operating system, running IE9 or Firefox, or any other browser that anyone may know of.

Browser based PICO? I don't think so...
But it will work if you click the dowloadificationator button.

Web browser doesn't matter and as long as you can plug in the pico board or connect it to the computer, it works, regardless of OS. Web browser has NOTHING to do with whether or not pico works, also, it's just what you use to see pages on the internet. If you want to play with pico projects, I think you have to download 'em. No clue, I don't have pico.
