My view on this is that you either want community feedback/interaction or you don't. Therefor, I don't see much of a use for this. Do you have a specific situation you have in mind that this would be beneficial?
If not, I'm not sure Scratch should spend it's time working on a minor change like this.

I know I'm not Haiming, but you might want to only disable tags if you get annoyed with the irrelevant tags people put on your projects.

Irrelevant tags should be dealt with by flagging them or contacting the Scratch Team, rather than just turning them off altogether. The Scratch Team can deal with them and then it will be a more permanent fix and one that will most likely satisfy more people.

you can just delete tags

Instead of deleting the tags over and over you could just disable tagging, but to do that you need to disable commenting, which isn't wanted sometimes, hasn't anyone read into this with any effort?

I've seen projects with "XXX was here" in the tags, and the OP doesn't want to disable commenting incase of questions or other.
