All that is happenening is that scratch servers are on a huge delay so no new projects can be uploaded.Hopefully in a while the servers will be online at the moment.I have seen this happening but it happens rarely.

I dont think it's a problem the Scratch team can solve.It's the server is having an major delay.It will be up and running pretty soon (most likely).

Click "profile" in the blue bar at the top of the page (it should be just under the Scratch logo).
Then go to "personality" on the sidebar.
Finally, fill in the textbox and press the button.
