What dies it mean when people just quote someone and put +1. Does it mean that they agree? Is it acceptable to do?(like will Someone report it because it's kind of pointless)

Well if the person asks for a +1 then you shouldn't report it. If people are just spamming everywhere putting +1, then you should report it.
