Couldn't fit in a decent title, so here it is.
Make people read the "READ THIS BEFORE SUGGESTING ANYTHING" before suggesting anything, why? Because people don't read "READ THIS BEFORE SUGGESTING ANYTHING" before suggesting anything and it kills the point in it, make it come up the first time they open the suggestions forum or something.

But would it make any difference is the question. Some people, (no names,) ignore walls of words, even those under their very nose. So even if it opened up every time that they clicked on the Suggestions forum, would they read it, or just click out and do their own blockspam thing? I don't know about you, But I would think most New Scratchers or even Scratchers would use the second option. I'm Iffy on this one.

Isn't to stop spam, it's to stop people suggesting things in the sticky. There should be a list of things you shouldn't suggest right at the top so it's easier to see.

I personally don't think it's fair to make anybody read anything extensive like that list of suggestions before posting in this forum. It's quite a long post, and nobody likes walls of text! Besides, there are hundreds of other declined suggestions, so it's arguable that you should also make users search for their idea first before posting it, or even only allow moderators to create threads in this forum, and have a single thread for requesting threads! Obviously none of that is practical though.
One change that could help is to make the topic more straight-forward. At the beginning there's a long introduction with more than one NOTEs and EDITs. Just cut to the chase, and have a very short introduction and table of contents (if that's really needed). Also, we don't need quotes from other Scratchers and Scratch Team - just explain it in 3-4 sentences max, and include a link to "see more information" for a more detailed explanation.
I think changes like this will improve the current situation better than "requiring" Scratchers to read the thread.

Maybe to reinforce the concept, add a filter for some suggestion (pm, online, chat room, etc.). If the Scratcher has a valid reason to suggest, there would be a report-like button for specifically posting new suggestions, and the Scratcher would have to prove that the suggestion is allowed.

I'm not quite sure what you mean. Threads in Suggestions would have to be approved by a moderator before they're made public?

No, if the censor sees a common topic it has to be approved. (else it's fine. this could easily get rid of hundreds of duped/already rejected topic)

I'd rather rely on human knowledge rather than a censor, making a short list of things which is quick to read but also links to a descriptive paragraph of why it's not allowed if the user wants to know will cause less duplicate topics of things already denied.
