There is a sticky about this already, but I thought it deserved a mention. Chatrooms aren't allowed because the Scratch Team doesn't have the time and interest to work on it. They are just too busy working with projects and comments.

6. Private Messaging

Cheddargirl asked if I could put this here. It's occured a lot before, and I never noticed! xP

Anyway, I had a look around and it didn't take long to spot the answer:
