Problem with sharing

So, I tried to share a Scratch project on a newer computer because it would work better. Instead, It told me, YOU NEED TO RESTART YOUR COMPUTER. I tried it with different projects, small ones, larger ones, but it always said the same thing; YOU NEED TO RESTART YOUR COMPUTER. This happened like 10 times! I eventually tried to change the image and sound quality. The sound quality became pretty low quality, and I tried to change it back, but it wouldn't work! the image quality stayed the same as it was before.

I think I've heard about this one before...I think it means you don't have the permissions to upload.  Try logging on to your computer as an administrator.

Sometimes you need to bypass firewalls.

@Scimonster:  Exactly, I think there might be controls on the computer.
