Scrolling in Scratch is something that's programmed by users; it's not an actual feature

Scrolling backgrounds aren't hard to make--I don't think Scratch will make it an automatic feature.

I would like to have a greater "buffer zone" outside of the screen, to make gliding a sprite off-screen easier.
