Paint.NET is a free paint program for Windows. You can download it here: http://getpaint.net
As for my modification to the scratch cat...

BTW, did you know that I write plugins for Paint.NET? It's true! You can download them here: http://paintdotnet.forumer.com/viewtopic.php?f=16&t=22819 My plugins add many effects to the Paint.NET program.
