I'm pretty sure this isn't a glitch. I know it does the exact same thing as the "go to", but it's one of those blocks (like the wait (1) secs, and say [ ] for (2) secs, for example) where it must be executed as closely as accurate as possible. 0 seconds is so fast in this block that you are unable to see what it's doing.
If you need to see your sprite moving very quickly, you can try something like 0.03 or 0.05 seconds.

The bug is that the dot should sense being touched, if the cat actually glided there. But, even though the cat the should go right over the dot, it does not sense being touched by the cat.
