Here are a few tips on improvement for the scratch team:
-I have noticed that the rotate button turns your image 1/12 , I think it should be 1/8.
-I own a program that boasts a tool that can not be found in scratch. This tool lets you turn all pixels in your picture that are the same color as the right color box to the color in thebox on the left.
-Curved lines would be cool too.
-And lastly the paint brush is always a circle- squares and sraight lines would be cool (check microsoft paint for examples).

You might want to check to see if you are a Scratch Team member.= (JK)
Either way, I like the last 3 suggestions

There are many different gradients in scratch, but one set is closed to the public, transparent gradients. The gradient between trasparent and another color would be beneficial.

You can rotate an image by any degree you want. Go here to find out how to do it: http://scratch.mit.edu/forums/viewtopic.php?id=759

That's just what I said in my topic: "Transparency - Alpha"!

Better fill effects would be nice---particularly more control over the gradient effects.
I like the way Photoshop elements does it, with a click-and-drag line segment to define where the two colors go.
It would also be nice to have the paintcan (or a magic wand selection) that had some tolerance for not-exactly-the-same colors, so that photos could be edited more easily.
That said, I've pretty much given up using the scratch editor for fixing my sprites. Instead, I do all costume editing in Photoshop Elements and just import the result.

if you've ever used Flash, you know that there's no variable "boxes". Insted, you make a new text box, but instead of writing something in there, you select "variable text" from a pull-down menu, and when you run the program that textbox displays the variable. I don't think this is possible in bitmap image creations, but I'd like to see an option to implant a variable within a sprite.

Definitely.

I'd like to be able to have more than one text element to play with, preferably each with it's own text properties.

I would like a blending tool.
