Some make music in an outside program and then import it into Scratch, others resort to using websites where the music is legal for download.
Keep in mind, it's also possible that you can use copyrighted music under the Fair Use clause.

Pxtone makes 8-bit sounding songs. It's pretty easy to use, as long as you understand keyboards.

Listentoyoutube is a legal site, but yeah, I do try to give a link to the video I got it off.

Scratch is an educational site, which allows us to use music without permission. I don't think there's any risk of being sued, or banned, whatever. Its still good form to ask, but you can go ahead and use anything. Remember, we can use Fair Use, as cheddargirl said above.

I suggest NewGrounds. Once you get to Newgrounds, click the audio tab above. Thousands of different songs are there. And it is a free download!
