The tutorial is somewhere in the Scratch Wiki. I'll reply to you as soon as I find it. I just know it's in there somewhere...

To change the logo, Alt-Click on the Scratch logo (fill screen is off, right?) a bunch of times (3, I think) until the circles are touching it. Then, click the pen icon, and paint your new logo.
As for startup sprite, I'm having the same problem.

Not really; you can add scripts to this one, too, so it's the actual startup sprite
