Another idea: some people have a gallery for projects they feel should be featured and might want to seclude the ads to those in that gallery only. What do you guys feel is the best method in determining the selection of projects for ads?

Maybe you could choose which projects to advertise once you upload the project. For example, you upload through Scratch. Then, you log into your account. After that, you are prompted to choose up to 3 projects to advertise. Of course, you don't have to advertise if you do not want to.

Not quite random. Each user picks a number of number of projects and, on each of his/her projects, a number (3, maybe?) of each project is "advertised". The point is that "good" projects are advertised (because good projects are more likely to be chosen to add to a "ad list").
