If you just say "Hey everyone look at my project", then yes, that'd be spam. However, if there's some similarities between the projects (if they were both racing games, for example), then I'd think it'd be acceptable to say something like "Nice game! One thing that would improve it though is ____, which you can see in my latest project if you don't know how to do"
(BTW, if you'd scrolled down a bit you'd have found this thread, which is where I copied and pasted from )

OK thanks so much! [I wasn't thinking of doing it though.] What if It's simular but their still just like: "Check out my project"?

Hm... Well, the whole point of the comment feature is so you can receive feedback, so you'd probably need to put something about their project as well, but as long as the projects are similar, I'd think it'd be okay
