They mean something a little different. You have to remove all upload functionality, and the Scratch source is designed to be more modification-friendly.

Cool. I want to try something like that, but I would have to host my own server since hosting providers have upload limits.

Well, you have to remove the upload functionality, and (you already know this) call it "Chrome", not "Scratch Chrome".
