Is it against guidelines to have more than one Scratch account? I want to have a theme to my projects, but I don't want to limit myself either, so I was thinking about creating another.

As long as you don't use it to gain more love its, favourites, etc., then it's perfectly acceptable.

It's fine. I know a lot of people have multiple accounts for test accounts. Just don't use it for more loveits, favorites, views, remixes, etc.
