Scratch is a site for (mostly) teenagers and pre-teens who are interested in programming. It is a simple drag-and-drop programming language, which concept isn't very hard to get used too. We have a fairly kid-friendly community, and there will always be scratchers who are willing to help you with projects and other things. I would reccomend you read the Important&Helpful Topics for new scratchers to help you get a good idea about what you will be doing here, and what the rules are for this site.
