I hear there will be a Beta version out 'round next Scratch Day, but it'll be a while before it goes public.

We can guess a lot about potential release times, but nobody knows exactly when this is happening. It's taking the Scratch Team at lot longer than they thought to develop Scratch 2.0.

I'm sticking with 1.4, since I've heard 2.0's not free.
