There is something wrong with Full screen.

It's not a real fullscreen; it just fills the available area.

or hold down shift and click full screen and you get full-full screen which actually fills the screen

Something like this happened to me once. I played a game in full screen, tried to put it back to regular size and I got this black bar I couldn't get rid of. I had to get out of the game and come back.
