To become a ScratchR, you need to invent Scratch, which is gonna be pretty hard, since it's already been invented.
To become a TBGer, just post regularly on the TBGs forums.

I spent the whole time looking at the thread and thinking, "You're a Scratcher already, I wish I were a mod and could close this"
Andresmh has the ScratchR status on the TBG forums, but in order to become ScratchR, you have to be part of the Scratch Team like he is and make Scratch.
So study hard, apply for MIT, and maybe you can create the next releases of Scratch and become a ScratchR.
However, the actual meaning of ScratchR is the comment/favorite/love-it system on Scratch. Check the wiki for more info.
