Simple. You make a game in Scratch which takes 10 minutes to make. The best will win win eternal fame and Glory. Mabye. Anyway here's the rules:
1) It must only take 10 minutes to make. If it's unfinished, don't cheat and keep making it, just post it anyway.
2) You must start from Scratch. And when I say scratch I mean no remixing or editing pre-made games.
3) You have until May 25. (one month from now)
4) Post all entries in this Gallery: http://scratch.mit.edu/galleries/view/46240
5) You can only have one entry at a time. If you want to change your project just tell me and I'll make a note of it.

Took me less than 1 1/2 hours to come up with an idea for Ludum's and to get the game engine going.
There are things you can do in 10 min, and I might enter- but I think a longer time would provide a bigger variety of problems.

The whole point of the contest is to make the best game possible in 10 minutes. You can plan it out and get a decent idea before hand. And I make a deal with Scratch 4-U.
