Actually, when you report something it sends it to one specific mod (random). And mods don't ban, if someone has to be banned then the mods contact someone from scratch team and the scratch team bans them. It is very rare for someone to get banned.

Actually, when you report something, it goes into a giant list of reports that all moderators can see. Basically, a moderator goes through the list and takes care of whatever report comes in (and then marks it as done once its taken care of); if a moderator isn't sure about something, then it stays on the list for other moderators to come in and take a look.

That being said, it's why users are encouraged to use the flag/report functions instead of going to a moderator's projects and commenting there. Using the flag/report button generates a report for all moderators to see, so the first mod capable to taking care of that report can take care of it. Otherwise, if someone just comments on a single moderator's project, it might take a while before that specific moderator sees it (especially if the moderator is away for a long time or doesn't check his/her messages often); that especially becomes problematic if the issue being reported is a big one that needs to be taken care of quickly.

Well, moderators can ban under some circumstances, such as in the case of trolling or commercial spam.

Bragging is immature, and I don't think that argument will help you to become a Community Moderator any faster.
