Charas : A website for creating animated sprite
If your question is : how can I create animated sprites for my game ?
Here is a tool to create animated sprites you can use for your scratch programs.

That is a very useful site, especially since you can download animated pictures.

you don't need a program to turn the spritesheet into the sprite. You fill the back with empty space, then grab screen region for new costume repeatedly
