You can make them or get them yourself. I think the fact that Scratch is educational lets you use copyrighted music as long as you got it legally (as in, you bought it but didn't make it).

Usually copyrighted material can be used under the Fair Use clause so long as it doesn't create a huge monetary deficit to the original owner(s). That being said, sometimes people get to DCMA happy even if the claim they make against Scratch projects is unlikely to hold up in court (Remember Namco-Bandai's demand for removal of a Pac-Man project?).
But for those who want to play it safe, here's an index where users can download and use music legally.

Scratch is educational, so it'd probably qualify for fair use. Something like that anyway, I'm terrible at law ._.
