Moderators don't have the 60-second rule.
Harakou closed a quitting topic about every 30 seconds, and posted something on each topic.
EDIT: 500th post!!!

Hey just wondering, do community moderators have the 60 second rule as well?
No. That's why we Scratchers envy the mod position and that's part of the reason next year we plan to take over the Scratch website, making New Scratchers and mods our slaves! MUAHAHAHAHA!!! jk

Community Moderators can't delete projects/comments. Only the Scratch Team can do that.
Well, community moderators could remove bad comments on forum threads.

Wow! Thanks, nightmarescratcher!
@henley: That part was general Moderator abilities. Some users with the Community Moderator status, such as MyRedNeptune, only moderate the forums, but elected Moderators are able to moderate the main website as well. That's why they're called "Community" Moderators instead of "Forum" Moderator. In fact, MyRedNeptune, JSO, etc. used to have the Forum Moderator status.
