OTH tutorial

So, I want to make an over the head shooter. (The ones where you watch the game from above.) I've done these before, and they've been ok, but they're taxing on the computer, as they use 4 sprites for every object that needs to move. I want to knock this one out of the park. What is the best and most efficient way to make an OTH? Credit will be given in the project notes.
