Did you install Scratch using the Scratch installer or the zip file? I think you would get this error if you installed Scratch using the zip file because the appropriate changes to the Windows registry are not set. Or are you using MacOS?

Very strange. Well, what you can do is download the file but instead of opening it directly from your browser, you should download it and save it somewhere on your computer (your My Documents for example). Then open Scratch and from within Scratch open your project.

Hi, Technic20.
Sorry you are having problems.
Are you running the Scratch installer as a system administrator? You can install and run Scratch without being a system administrator, but if you do that, Scratch can't automatically launch projects. You need to run the installer as system administrator so that it can make the right registry entries.
If that's not the problem, it could be that you had an earlier installation of Scratch that messed up the install process (although it shouldn't). You could try this: delete all the Scratch folders on your drive (assuming they don't have any of your own projects in them; if so, move your projects somewhere else before deleting the folders), then run the installer again. This should clear out any extra files in your Scratch folder that might be causing problems.
Finally, if you still cannot get Scratch to open projects automatically, you can do it manually. Go to the Scratch folder. Drag and drop the file "Scratch.image" on the "Scratch.exe". This will start Scratch. Then use the "open" button to open your project or drag and drop the project onto the Scratch window to open it.
If you manage to get this working, post here and let us know how. That will others who run into this problem.
Good luck!

andresmh: I tried. All that came up was a blank background and the scratch cat.
johnm: Good thinking! I ran Scratch installer in my account. I aren't the admin on the PC i was using. I'll get back to you soon with a result.
Wish me luck....

I hope johnm is wrong, because I've been running both Scratch v 1.1 and the v1.2 beta on G4 and G5 Mac OS 10.3.9 systems with no trouble.
johnm, what is your source of information that Mac OS 10.4 is needed?

Hi, Nuttakorn (and Kevin).
[My earlier post about the minimum version of Mac OS needed to run Scratch had an error. I've deleted it to avoid confusion.]
Scratch requires Mac OS 10.3 or later. It runs on either Intel or PowerPC Macs.
To install Scratch on a Mac, download "MacScratch.dmg" from the download page. This is a virtual disk. It should mount automatically when you download it; if not, double-click on the file "MacScratch.dmg" to make it mount. Inside the "MacScratch" virtual disk you will find the folder "Scratch". Just drag this onto your desktop. To run Scratch, open the Scratch folder and double-click on "Scratch.app".
Once you've copied the Scratch folder to your desktop you can eject the virtual MacScratch disk and delete MacScratch.dmg.
I hope that helps!

Yes. It would also help if you made the disk image with all the Projects and Media folders having fully writability, not just owner write permission. That way multiple users can use the Scratch system without having to set up their own directories.
