There is a Scratch2EXE program where you can play projects without Scratch.

I'm too lazy to find it, so just use the search bar at the top-right.

Come on, try Broadcastic OS 2.0. It has 3 editions for businesses, media, and home. Also, there's Broadcastic OS Metro Edition Release Candidate.
Catnip, a project whose goal is to make Scratch in HTML and JS.

http://chirp.scratchr.org/ has a Scratch2EXE, which was created by Jens. Though could you explain what you really want?
