Simply go to the user you want to friend's page, and below where it says where they live, they'll be a "Add to friends" button. Click it, and you'll be asked to confirm that you want them on your friend list. Click "OK" to confirm it, and you're done

If you want them to friend you back, post friendly comments, and be friendly with them.
