Well, make them in an art program. I know the one you have is made in Paint.net (get it from getpaint.net) and some effects in GIMP (gimp.org). You could just use MS paint, thought.

There's loads of different ways. Just choose the art program that's best for you. Some of the popular ones are GIMP, paint.NET, Photoshop, or if, like me, you're a total noob when it comes to graphics etc., you can use PowerPoint :3
