You'd probably be able to post about websites or forums in the Reading/Playing forum too, even if you didn't help with the site. I can't say for sure though ^^'

Yes, but only if you're actually advertising them (make sure it's approved before you do that though). I made the mistake of creating a thread about my site, but it wasn't approved so I didn't link to it, but it got closed because I wasn't actually showing people them ._.
