I think people that want to talk about other stuff should either create their own forums, join some other ones, or just use other social sites (like Facebook) instead of hijacking entire forums dedicated to something specific.
I think the Scratch Forums should be for Scratch or things even slightly related to Scratch. A place to promote education for programming and technology.

They probably also have moderators that spend all their time on the computer and may even be paid to moderate forums. The moderators only do this out the good of their hearts, they aren't paid at all, and they have other jobs they've got to attend to.
Though in general, the community is younger and they have to watch everything because younger communities are targeted by.. people that aren't very nice, you could say. Like what happened last month in December (I wasn't a part of it because I never go in Misc, so I don't know the exact date).

I know a forum with a general discussion board and no moderators
They are designed for adults though

Magnie makes a good point about offsite open forums having a huge moderation staff (who are more than likely paid to do so) and whose community is usually of an older audience so the topics are less likely to be done in a kid-friendly/all-ages/all-background/etc. manner.
The only open forum for kids that might fit Scratch's ideal would be the 4KidsTV forum, which has a General Discussion section for topics that don't fit the other given criteria - but the forums are part of a larger commercial site, have sections for things like Music and TV's to offset General Discussion from being too big, have a ridiculously huge [adult] moderation staff that's paid to keep everything to the 4KidsTV standard, and, last I checked, the moderation staff screen through all forum posts before they're even posted.
If you truly need an open forum, then it seems like going offsite and using those other forums is the better way to go here than trying to force Scratch in a direction undesired by those who help run and design the Scratch website.
