Mods "sticky" a topic to the top of a forum.  They are normally useful guides to something, forum rules, or ITopics, pages that link to useful forum posts.

Stickied topics stay at the top of the first forum page, even if they have no recent posts.

Not necessarily, it's just that the user needs to put something that's helpful, I guess. Experienced scratchers know more about how to be helpful, so more commonly they get up there.

Also, maybe a new scratcher got there, but they became a Scratcher by the time you viewed it!  smile
