To view, go to the bottom of any thread. Do you see the dropdown that says 'Jump to''?
Press it and it will have a list of all the forum sections. Just scroll down to the bottom and BOOM you're there.

No, but they're deviding it into two narrow topics that sorta defeat the whole purpose of misc.
