This is something that happens to everyone; currently your time zone won't change off of "Scratch Time" (which is really Eastern Standard Time) even if you try to change it.

There isn't really much we can do about it until the Scratch Team decides to fix it, but they're really busy developing Scratch 2.0 right now, so it may be a while.  hmm
