If Scratch 2.0 is entirely on the internet I will loose a lot of the functions I can do with scratch. The first is that if I'm on vacation I wont be able to use scratch. The second if someone has no wireless internet they cant use scratch without plugging their computer to the internet.
I support that you Scratch has an online version but if you can make you download to that would be awesome.

Also, I just like having it as a separate application. The idea that you can access Scratch anywhere, even offline, is incredibly appealing.

There'll be a downloadable version as well, it doesn't have to be online.
