What is the difference between a regal and a royal government?

There's a difference? Regal is a synonym for royal, so they're basically the same...

I know a royal government is a government which is over-looked by a monarch. Not sure what a regal government is though...

hmm i heard of a regency is the rule of a non monarch who rules when the monarch is absent but  im not sure if its the same as a regal system.
